Hafsat Rufai

Mrs. Hafsat Rufai is the Director and Head of Lagos Zonal Office of the Securities and Exchange Commission (SEC), Nigeria, responsible for Risk-Based Supervision of Capital Market Operators, Investigation, Corporate Governance and Market Development. She has spent over 2 decades

providing capital market regulation and financial sector education.

For 5 years, she was on secondment to Economic and Financial Crimes Commission (EFCC) where she set up Capital Market Fraud Unit (CMF), with a few colleagues, and trained EFCC staff. While at EFCC, the CMF investigated various cases and recorded a good number of convictions.

She is a multidisciplinary professional being a Chartered Accountant, Chartered Stockbroker and Chartered Secretary and Administrator. She also holds a Higher National Diploma in Accountancy and a Bachelor of Science degree in Business Administration.

Mrs. Rufai was awarded the Best Student in Ethics, Law, Regulation of Securities and Corporate Finance in Chartered Institute of Stockbrokers’ qualifying examination. She is also an Associate of Toronto Centre.

In the vanguard of corporate governance custodianship and regulation, she is serving on boards, councils and committees that strengthen governance and shareholder protection. These include being Member, Governance Practitioners Committee of Institute of Chartered Secretaries and Administrators of Nigeria (ICSAN); Council Member, Institute of Capital Market Registrars (ICMR); Member, National (Nigeria) Advisory Council of Chartered Institute of Securities & Investment(CISI), UK; Secretary, Committee on Identity Management for the Capital Market; Chairperson, e-Dividend Mandate Committee; and Member, Consolidated Supervision Sub-Committee of Financial Services Regulation Coordinating Committee (FSRCC).
